Business Council welcomes passage of NDIS reform, focus now turns to implementation

The Business Council of Australia has welcomed the passage of the NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 through the Parliament.

The Business Council has long argued that NDIS growth of eight per cent a year is unsustainable, and called in its pre-Budget submission for the scheme to be returned to its original intent and made sustainable for future generations.

Business Council Chief Executive Bran Black said the changes are an important step for the scheme and the Budget, supporting Australians with significant and permanent disability. 

“The NDIS is one of the largest parts of the Budget and these reforms are essential to its future, reducing growth in NDIS payments by $37.8 billion over four years,” Mr Black said.

“As Australia experiences persistent budget deficits and weak productivity growth, the Government needs every area of spending under control. These reforms mean the NDIS is finally on the path to helping repair the Budget.”

“Clearer eligibility, stronger oversight and tougher fraud measures will restore confidence in the scheme,” Mr Black said.

The Business Council has consistently said implementation must be developed with participants, and be shaped in partnership with the states and industry to enable effective delivery. 

“The Business Council stands ready to be an implementation partner. We want an NDIS that’s sustainable for all Australians, in a care economy where aged care, disability and health reform work together,” Mr Black said.
