Submission to the Review of Higher Education Base Funding

Australia’s higher education sector is increasingly important in an environment where productivity is lagging and there is growing demand for people with tertiary qualifications.
At the same time, many universities are facing funding pressures that have implications for both excellence and equity.
This submission to the Review of Higher Education Base Funding reinforces the need for a funding model that promotes better outcomes for students, business, industry and the community as a whole by driving the productivity growth Australia needs.
We have recommended that a new model should aim to achieve improved participation, a well-functioning and demand-driven system, effective teaching and learning, and relevant and adaptable course content.
In our view, this is best delivered through a model more closely linked to the outcomes.
