Submission to the Department of Prime Minister and Cabinet on Constitutional Change

12 August 2004

The submission argues that there is a need for reform to the Constitution as current arrangements are not producing the stability, certainty or reforms needed to enable business to remain competitive.

The Senate is now effectively a house of review, rather than its original purpose to represent and protect states’ interests.

If we are to ensure that reform of the Senate is as effective as possible in delivering good governance for Australia all aspects of the Senate should be open for examination – including the number of seats in the Senate.

In addition, the role and use of Senate committees and the processes around them need to be examined, with enhanced accountability on their actions and outputs.

The submission also supports a move to four-year terms for the House of Representatives.
