Submission to the Australian Energy Market Commission on Strategic Priorities for Energy Market Development

The submission argues that there must be a continuing focus on an efficient and effective energy market that is geared to meet the substantial investment task ahead.

This will require the disciplined and timely implementation of the energy market reform agenda under the Council of Australian Governments, namely removing regulatory anomalies that work against a seamless market, facilitating greater demand-side participation and removing retail price regulation.

As a first step, the BCA is calling on COAG to initiate an independent review of the implementation of energy market reform, as previously recommended by the Energy Reform Implementation Group in 2007.

The review would not only assess the progress of reform to date but also outline the appropriate scope and timing for completing unfinished energy market reforms.
