Matt Garbutt joined the Business Council of Australia in March 2012. Previously he worked as a manager in the intergovernmental relations branch in the Victorian Department of Premier and Cabinet where he was responsible for policy and negotiations relating to Commonwealth–state funding programs and preparing briefings for the Victorian Premier on the Seamless National Economy competition and deregulation agenda and the wider COAG agenda.
Matt has also held a range of roles in the Australian Public Service, including in the Defence Department where Matt supported several high-profile reviews of defence capability in the lead-up to the 2009 Defence White Paper and led a team involved in regulating the trade of illegal weapons. Matt has worked for the Commonwealth Treasury Department where he worked on labour force policy and the economic and fiscal implication of an ageing population.
Matt holds a Bachelor of Science (Honours) majoring in Physics and Mathematics, a PhD in Physics, and a Master of Public Administration, all at the University of Melbourne.
