Flexibility in Emissions Trading

We need to establish fixed yearly emissions caps with a declining trend to achieve the desired level of abatement, and then allow banking and borrowing. This was advocated in our paper written for the Business Council of Australia in April 2007 that examined the appropriate policy principles to guide the response to the greenhouse challenge.
