Ms Cilento said the federal government needed to look at disincentives such as the high effective marginal tax rates facing those moving from welfare to work. Business could also take steps to expand the labour supply, she said. “One of the things that business can do to ensure higher rates of participation is [to have] work/family policies, mature-age worker policies and indigenous employment policies,” she said.
